For Gaspard and Balthazar, dignitaries of foreign kingdoms, it was unthinkable to enter the Roman Empire without notifying the highest authorities. Going to Cadiz had a double advantage for the Magi: to obtain from King Juba II, " client of Rome, "a great connoisseur of the countries of the Magi, a pass to enter Judea, a province of the Roman Empire, but also to fulfill the prophecies of the Old Testament by using the ships of Cadiz, formerly Tharsis. "The ships of Tharsis took the lead to bring back your sons from afar, with their silver and gold, because of the name of Yahweh your God, the holy one of Israel who glorified you" Isaiah 60 – 6.9.
